Count Sergei Witte (1849–1915) was a Russian statesman and reformer who served as Finance Minister and later as the first Prime Minister of the Russian Empire under Tsar Nicholas II. He came to Mount Vernon in 1905 at the conclusion of the Portsmouth Peace Conference.
