Possible internal clock bell. Partial hole at top center. Possibly plated with a white metal like silver or zinc.
Large pin holes on either side of t-shaped plate, 39.42mm from center to center of holes. Small pin or tack hole at base. Similar to Noel Hume 1969:229, figure 72, no. 3.
