These lines are from an address given on the occasion of the suspension of a member of the Virginia Regiment who was found guilty of cheating at a card game while playing with his fellow officers.  Washington used this opportunity to inform his fellow soldiers that "the strictest justice," along with deserved praise, would be "administred to all."
